While global financial markets remain in turmoil, days of uncertainty on Capitol Hill finished last week with the President Bush quickly signing an economic rescue package. Brookings economic, budget and congressional experts gathered mid-week to discuss the $700 billion question. Alice Rivlin said the bailout package will be successful if it gets credit flowing again. Others expressed concerns about whether the oversight in the legislation would be effective.

The vice presidential face-off is behind us, but two more presidential debates lie ahead. Brookings presidential expert Stephen Hess says that televised debates are entertainment, providing voters a glimpse into the candidates’ demeanor, but little of their substance. Governor Sarah Palin showed viewers that she could stay in the ring with Senator Joe Biden, but it wasn't a changer in the race.

The bilateral Pakistan Policy Working Group, of which Brookings Senior Fellow Stephen Cohen is a member, issued a new report on the U.S.-Pakistan relationship moving forward. The report recommends commissioning a new National Intelligence Estimate upon which to base U.S. policy. It also advocates greater economic aid, public diplomacy, market access and assistance with counterinsurgency, assuming Pakistan can deliver results against extremism in the tribal areas and adequately oversee its intelligence services.
