Education/Experience Requirements
Must have:
(a) Minimum of Bachelors of Arts or Sciences; b) specialized training in business management, organizational management and project management; (c) at least ten years of demonstrated experience in managing and coordinating multiple, complex programs and projects in a fast-paced but highly thoughtful work environment; and (d) worked in a research, public policy, or public advocacy organization
Knowledge Requirements
Must have:
(a) Strong organizational management skills including: designing and implementing operational work plans and working effectively and efficiently with diverse work teams to hone internal work processes and maximize outputs; (b) time and project management skills to effectively and efficiently track the progress of both internal and external deliverables (including events, products, and other major activities); (c) experience in creating mechanisms for internal communications; (d) strong interpersonal skills and teamwork in a highly collaborative setting; and (e) ability to handle sensitive and confidential matters
Principal Duties and Responsibilities
60% Program Daily Operations:
• Oversee all aspects of internal management of the program
• Ensure that all short- and long-term commitments of the program (including products, events, and other major deliverables) are carried out in a timely manner with major emphasis on the highest quality
• Serve as the critical link between the research and policy programs and the communications, administration and fund raising staff to maximize implementation and impact
• Help design and enforce all policies and processes that will maximize internal information flow, decision-making, and overall program effectiveness
• Design and implement a mechanism for ongoing internal communications (including staff meetings, possible intranet, brown bags, etc.) to ensure that all staff are apprised of key program developments, in consultation with research and communications directors
• Work closely with the Metro Program Director, and the directors of development and budget/administration, to ensure the timely planning and implementation of a unified fundraising plan and process that is informed by budget and resources
• Stay closely informed on all budget matters to ensure that budget and fundraising informs major program decisions
20% Human Resources:
• Help manage the hiring and personnel process and program for the Metro Program
• Work with deputy directors and Director of Budget and Administration to create annual staffing plan based on strategic plans in key priority areas: research, policy, communications, fundraising and administration
• Help prepare job descriptions and justifications, based on staffing plans
• Help facilitate the personnel recruitment processes, including determining how to proceed on specific hires (through BI, an outside search firm, or search consultants, for example)
• Where necessary, help screen applicants and participate in interview process for select positions
• With executive team, create and implement professional development for all employees
10% Metro Program Leadership:
• Serve as member of the program’s Executive Team, ensuring that all of the ongoing activities, commitments, and resources inform priority and longer-term plans for the program
• Identify areas of decision making and action and engage appropriate senior leadership and staff to resolve
• Assist with the ongoing MPP strategic planning process, including helping create evaluative mechanisms to help determine impact, outcomes and success
10% Brookings Institution Strategic Plan:
• Serve as the program’s representative to the Brookings Institution’s Implementation Committee, which brings together all program “deputies” on a monthly basis to discuss and frame key decisions before the Vice Presidents and other senior leadership within the institution
• Work closely with Director and deputy directors to prepare for steering committee meetings and retreats held by Institution president and senior leaders
• Participate in key Institutional meetings involving other aspects of the institution’s strategic planning process; respond to key requests and follow ups that emerge from such efforts
